Arguments are scored by the quality and quantity of reactions they provoke. The ranking method will always be secret, but it will never be based on anything but those two measures. Arguers and factions are scored/rated from the scores of their arguments. Argumentum is still under development (and will probably be so forever), so there's a lot more still to come. Check the argumentum blog every so often for the latest updates and features.
